Most rental listings on Anna Maria Island use “golf cart” and “LSV” as if they mean the same thing. They don’t. And the difference matters the moment you turn onto a public road.
What Florida Law Calls a Golf Cart
A golf cart is a low-speed vehicle originally designed for golf courses. It tops out around 20 mph. It carries no VIN, no state title, and no registration plates.
Florida law does allow golf carts on certain public roads, but only where the local government has passed an ordinance specifically permitting them, and only on roads posted at 30 mph or under.
What a Low Speed Vehicle (LSV) Is
A Low Speed Vehicle is a motor vehicle under Florida law. It goes between 20 and 25 mph and carries a Vehicle Identification Number (VIN). The state issues it a title and registration plates through DHSMV, and it must be insured with PIP and PDL coverage, the same requirement as a car.
Florida law also requires an LSV to have seat belts, headlights, brake lights, turn signals, a windshield, and mirrors. An LSV may use any public road posted at 35 mph or under.
Why This Matters on Anna Maria Island
Anna Maria Island is made up of three separate cities: Anna Maria, Holmes Beach, and Bradenton Beach. Each city has its own cart ordinance. What is legal on a road in one city may not be legal in another.
The registration status of the vehicle you rent determines which roads it can use lawfully. Visitors who rent a non-registered golf cart and drive it as if it were a street vehicle are the ones who get stopped.
Why Most Visitors Don’t Know Until They’re Pulled Over
A lot of rental marketing says “street-legal” without explaining what that phrase actually requires. Visitors assume any cart they rent is cleared for any road. In reality, two things both matter: the registration status of the specific vehicle, and the ordinance of the specific city they are driving in.
